The 11th Beijing International Film Festival Regulations
Article 1
Beijing International Film Festival (BJIFF) is ratified by the Chinese Government, guided by China Film Administration, and hosted by People’s Government of Beijing Municipality and China Media Group. Under the principle of “Share the Screen, Shape the Future”, the festival gathers film resources from all over the world to enhance the international exchange and cooperation of the film industry.
  
Article 2
The 11th Beijing International Film Festival will be held in Beijing, China from August 14th to 21st, 2021, a total of 8 days.
  
Article 3
The Tiantan Award is the official competition for feature films of Beijing International Film Festival which will present the following awards: Best Feature Film, Best Director, Best Actor, Best Actress, Best Supporting Actor, Best Supporting Actress, Best Screenplay, Best Cinematography, Best Music, and Best Visual Effects.
 
The Official Selection of Tiantan Award comprises a maximum of 17 full-length feature films. Films chosen to the Official Selection are agreed to use the “Official Selection” logotype of BJIFF provided by the organizing committee on all publicity. The awards winners are agreed to use the exact wording of the awards. For related publicity materials, please contact the Organizing Committee by e-mail.
  
Article 4
The Organizing Committee of BJIFF invites renowned filmmakers to form the International Jury of Tiantan Award. The results of each award will be officially announced at the Closing & Awards Ceremony. The winners will receive certificates and trophies.
 
No person having taken part in the production or exploitation of a film in competition may be on the Jury. 
  
Article 5
“Beijing Film Panorama” comprises several units, such as Panorama Special, Premieres, Tribute to Master, Major Focus, Restoration of Classics, Chinese Stories, Documentary and so on. The films involved in these units are screened in theaters and film academic institutions in Beijing to the public and filmmakers during the festival. 
  
Article 6
“Forward Future” Section is established with the objectives to discover fresh filmmakers, hunt for the future trends of global film industry, encourage the spirits of innovation in filmmaking and display a cultural diversity of film art. The section will select 15 to 18 films and finally present six awards, including “The Most Popular Film”, “The Most Popular Director”, “The Most Popular Screenwriter”, “The Most Popular Actor”, “The Most Popular Actress”, and “The Most Popular Art Contribution”. The section will only select directors’ first or second feature films, with no restriction on topics or countries.
 
The Organizing Committee of BJIFF invites renowned filmmakers to form the International Jury of “Forward Future” Section. No person having taken part in the production or exploitation of a film in competition may be on the Jury. The results of each award will be officially announced at the Closing & Awards Ceremony. The winners will receive certificates. 
  
Article 7
The Science & Technology Section based on the dome films, giant screen films, 4D films, documentaries and science fiction films, collecting with film panorama, science popularization activities, excellent works selection, exhibition and exchanges, and academic forum. This event focusing on the roles of films in promoting the popularization of science and technology, aims to give the public an excellent experience of science films. By builds up a platform for exchanges in the science film industry, promotes the development and integration of science films and science popular education, and enhance the quality and efficiency of science films.
  
Article 8
  Virtual Reality (VR) Section is aimed at promoting the VR films development, discovering VR creative talents, exploring the sense of immersion and focusing on the frontiers and future trends of film technology. The section comprises three units as VR Theatre, VR Stand Up and VR Installation.  
  
Article 9
The Organizing Committee of BJIFF is responsible for the invitation and selection of the Tiantan Award Competition Section, “Beijing Film Panorama” Section, “Forward Future” Section, Science & Technology Section and Virtual Reality (VR) Section.
1.Films submitted to the Tiantan Award Competition Section should meet the following conditions:
• Film released after January 1st, 2020.
• Feature film of no less than 70 minutes.
• Format should be 35 mm or DCP (Digital Cinema Package).
• World premiere and International premiere films are given priority.
2.Films submitted to the “Beijing Film Panorama” Section should meet the following conditions:
• Feature film of no less than 70 minutes, animation film and documentary film of no less than 60 minutes.
• Film released after January 1st, 2020 except for the thematic screenings.
• Format should be 35 mm or DCP (Digital Cinema Package).
3.Films submitted to the “Forward Future” Section should meet the following conditions:
• Film released after January 1st, 2020.
• Feature film of no less than 70 minutes.
• Format should be 35 mm or DCP (Digital Cinema Package).
• Only director’s first or second feature film.
4.Films submitted to the Science & Technology Section should meet the following conditions:
• Films should be about popularize scientific& technological knowledge, spread scientific thought and advocate the scientific spirit. Such as aerospace, artificial intelligence (AI), space & oceans exploration, humanistic history, prehistoric exploration, environmental protection, animal & plant life protection and science fiction films.
• Giant screen film with the length from 20 minutes to 50 minutes, 2D/3D, Resolution not less than 2K, and Copy format should be DCP (Digital Cinema Package) with WAV audio file.  
• Dome film with the length from 20 minutes to 50 minutes, 2D, Resolution not less than 4K, and Copy format should be PNG sequence frames or 20 Channels MKV video file with 5.1 WAV Audio File.
• 4D film with the length from 10 minutes to 20 minutes, 3D, Resolution not less than 2K, and Copy format should be DCP (Digital Cinema Package) with Dolby 5.1 WAV audio file. Dolby Atmos is acceptable. Film contents should include special effects like frog, rain, snow, wind, lightning, smell and bubble and other environmental effects.
• Documentary with the length from 20 minutes to 90 minutes, 2D/3D, Resolution not less than 2K, and Copy format should be DCP (Digital Cinema Package) with WAV audio file.
• Science Fiction Film, Short version with the length from 4 minutes to 40 minutes, Long version with the length from 40 minutes to 120 minutes, 2D/3D, Resolution not less than 2K, and Copy format should be DCP (Digital Cinema Package) with WAV audio file.
• For submitted HD demo of the registered film, the dubbings in Chinese are preferred. If not, the subtitles or script in Chinese are required. After selected, the final screening film copy should be with Chinese dubbings or subtitles, film contents should be totally same as the registered HD demo.
5.Films submitted to the Virtual Reality (VR) Section should meet the following conditions:
• Unlimited running time.
• Work released after January 1st, 2020.
• Format should be 360 video, VR stand up and VR installation. Other formats should be communicated with the responsible officer of the Virtual Reality (VR) Section.
• Work equipments include Samsung Gear, HTC Vive, HTC Focus, Oculus Go, Oculus Rift, Oculus Quest, SONY Playstation, WMR, AR, MR. Other equipments should be communicated with the responsible officer of the Virtual Reality (VR) Section.
  
Article 10
As a core event of Beijing International Film Festival, Beijing Film Market focuses on exhibition, promotion, exchange and communication, and will hold six professional events which cover the whole film industry chain, including Exhibition, Project Pitches, Industry Conversations, Events & Activities, Contract Signing Ceremony, and Market Screenings.
  
Article 11
Beijing International Film Festival hosts Theme Forum annually. Film Forum of the 11th Beijing International Film Festival is based on the height of global film industry development, and aims to improve the international communication of film concept, art and technology, enhance Sino-foreign film understanding, promote the mutual cooperation, as well as explore the latest development of film technology and art. 
  
Article 12
1.The deadline for film registration and submission is May 20th, 2021 (for Science & Technology Section is June 15th).
2.Film registration for The Tiantan Award, “Beijing Film Panorama” and “Forward Future” Section must be completed through the BJIFF official website: www.bjiff.com, by logging into the website and submitting “The 11th BJIFF Films Entry Form”. Film registration for the Science & Technology Section and the Virtual Reality (VR) Section must be completed by submitting the entry forms to the email address of responsible officers, and please find the entry forms as attached.
3.Film submission accepts either USB storage medium or online link for preview. 
 
After completing the online film registration, USB storage medium submitter should send the screeners (content identical with Film Print or DCP format) with the printed entry form to the Organizing Committee Office of BJIFF before the above deadline.
4.The Organizing Committee Office promises that the submitted screeners only be used for Beijing International Film Festival.
  
Article 13
If a film is selected, its submitter shall provide official confirmation via email or fax to the Organizing Committee Office of BJIFF. After the confirmation, no film may be withdrawn by film submitter.
  
Article 14
1.All related materials of the selected films such as posters, photos, press kits, stills and trailers should be provided to the Organizing Committee of BJIFF no later than July 15th, 2021.
2.All selected films should provide complete English subtitles. Selected film in language other than English must provide film print with English subtitles. 
3.The Organizing Committee designates DHL as the official delivery carrier (DHL account is No.950586809. This account is only used for the delivery of selected films prints). The final print of each selected film should be delivered via DHL and arrive at the Organizing Committee Office of BJIFF no later than July 15th, 2021. The Organizing Committee Office shall be notified by e-mail of the film’s title, delivery date and tracking number when its print is sent. Non-related contents should not be included in the final print.
4.Participants should provide contact information and delivery address for print returning. The Organizing Committee will return the prints within one month after the closing of the festival.
  
Article 15
1.The Festival pays for the following costs: the transport, customs and insurance fees for the selected prints for the Competition Section, the Panorama Section and Forward Future Section; The Festival returns the prints at its own expense, including insurance fee, and pays for the insurance and storage during the period from the receipt of the prints to the return of the prints.
 
The Organizing Committee of BJIFF is not responsible for the costs of storage and customs of prints when they are returned and shipped to the airport or destination port after the closing of the Festival.
 
2.In case of damage or loss of prints during the period of Beijing International Film Festival, the festival is only responsible for the expense of making a new print with the local standard price as reference.
 
3.Participants should send prints by the Festival’s designated delivery service DHL. If prints are sent by other carriers, the Organizing Committee of BJIFF shall not pay for the delivery costs, and shall not take any responsibility for loss, delay or damage.
  
Article 16
For the Tiantan Award Competition Section, the selected films’ producers, directors and actors will be invited by the Organizing Committee to participate in the festival and attend the Closing & Award Ceremony. Talents of the panorama films will be invited to participate in the festival and related activities. For specific participation methods, please refer to further notification from the Organizing Committee.
  
Article 17
Participation in Beijing International Film Festival implies adherence to the regulations as here set out. Film submitter (including, but not limited to, producer, distributor, or related organization) should ensure that the participating film does not have any rights defects, and the film submitter is liable for the consequences of any related disputes.
  
Article 18
Beijing International Film Festival is responsible for the interpretation of these regulations.
 
Should there be any inconsistencies between Chinese and English versions, the Chinese version shall prevail. The Organizing Committee of BJIFF reserves the right to deal with all matters not covered in these regulations.
