Beijing Film and Television Policy Interpretation Conference of BJIFF Held

Authorities from Beijing Municipal Bureau of Press, Publication, Radio, Film and Television, Beijing State-owned Cultural Asset Supervision Management Office, Bank of Beijing gave interpretations on Beijing’s film and television policies and answered questions from reporters. More than 300 delegates from media partners of the film festival and Beijing’s film and television enterprises attended the conference.

  According to Mr. Hu Dong, Deputy Director of the Beijing Municipal Bureau of Press, Publication, Radio, Film and Television, Beijing ranks No.1 across the country in terms of the total number of film and television institutions, industry scale, and output as the national center of radio, film and television creation and planning, production, promotion and distribution, as well as international communication.

  Firstly: By the end of 2017, there were a total of 7612 institutions in Beijing that held radio and television program production and operation licenses, generating revenues of 86.72 billion yuan, ranking top in China; in 2017, there were 1,289 screenplays (outlines) filed on record, and 350 films produced domestically, ranking first in China; there are 25 cinema lines, 209 cinemas, 1,420 screens, 17 IMAX screens, and 204,000 seats; the aggregate box office revenue was 3.395 billion yuan.

  In order to speed up the prosperity and development of Beijing's film and television industry, Beijing Municipal Bureau of Press Publication, Radio, Film and Television adheres to problem-orientation, conduct in-depth research activities, timely learn the needs of film and television enterprises, and formulate a series of film and television policies with a high degree of pertinence. Beijing’s various departments have worked together to further optimize the business environment through policy integration and comprehensive measure adoption to help Beijing film and television industry realize growth on the basis of stability. The detailed measures include:

  1. Take lead in setting up a film and television publishing and creation fund in China. From 2016 to 2017, Beijing Film and Television Publishing & Creation Fund supported a total of 202 film and television projects, with a cumulative supportive fund of 262 million yuan. The films including Wolf Warriors 2, Operation Red Sea, Operation Mekong, The Taking of Tiger Mountain, The Foreigner, and Never Say Die, and the teleplays of The Ordinary World, The Love of Courtyard, Deep Sword, Best Time, Daxishan, and the Internet Audio-visual works of Medical Examiner Dr. Qin, Beautiful China and The Great Shokunin won the favor of the majority of audiences and achieved both social and economic benefits.

  2. Perfect administrative measures of subsidies on multi-hall cinema construction  In November 2017, Beijing Municipal Bureau of Press, Publication, Radio, Film and Television published a new version of the Administrative Measures of Beijing Municipal Multi-hall Cinema Construction and Subsidy. It stipulates that the scientific and rational distribution of theater construction within the Fifth Ring Road will be made. The construction of township cinemas outside the Fifth Ring Road, the use of old factory buildings, business and warehouses for reconstruction into cinemas and expansion of old cinemas into multi-hall cinemas, the construction of cinemas in Beijing’s sub-centers, as well as the construction of high-tech format cinemas are encouraged and supported. Subsidies are made for the film halls that adopt such high technologies as IMAX, China IMAX, 4D, and Dolby Cinemas;

  3. Introduce the policy on special fund for film industry development. It will subsidize the renovation and reconstruction of cinema equipment, the translation of films in minority languages, the construction and development of key film production bases, the production of outstanding domestic films, as well as the distribution and screening

  of films with cultural features and innovation in art.

  4. Take lead in China to introduce incentives and supporting policies on improving the international communication of the radio, film and television industry. Provide fund and support for the translation and production of programs, copyright export, and international communication platform construction by enterprises engaged in radio, film and television.

  Mr. Dong Dianyi, Deputy Director of Beijing Municipal State-owned Cultural Assets Supervision and Administration Office, interpreted the Administrative Measures on Beijing Municipality Implementing “Investment and Loan Award” Connection for Cultural Creative Industries to Promote Integrated Development of Culture and Finance. For start-ups, it plans to launch a “rental pass” to implement rent incentives; for growth companies, “financing access”, also known as “investment loan awards,” will facilitate corporate financing channels and reduce corporate financing costs; for mature companies, it plans to launch “listing pass", opening up the listing channel of culturally innovative enterprises.

  Xu Maomao, director of Culture and Finance Working Group Office and G.M. of the Culture Innovation and Finance Business Division with Bank of Beijing, said that in recent years, under the support and guidance of Beijing Municipal Bureau of Press, Publication, Radio, Film and Television and the State-owned Cultural Assets Supervision and Administration Office of the People’s Government of Beijing Municipality and other related organizations, as of the end of March this year, Bank of Beijing Film and Television Industry in-sheet loan balance exceeded RMB 6 billion. In 2017 alone, loans for film and television enterprises exceeded RMB 4 billion, an increase of more than 50% y-o-y.   The first is the integration of cultural creative industry into the bloodline of Bank of Beijing and the formation of the Bank's cultural creative genes. At the head office level, strategy upgrading is made by establishing a leading group of culture and finance headed by the chairman of the board of directors and the Business Headquarters of Cultural Creative and Finance. At the same time, two cultural creative branches have been established, and the number of cultural creative branches in Beijing has reached 17.

  In response to outstanding film and television enterprises’ outbound development, Hu Dong said that for the first time this year, a special fund for the promotion of international communication of broadcasting, film and television industry has been established. In addition, we must also engage in some “going-out” cultural exchange brand activities. For example, the “Overseas Exhibition Season of Beijing's Outstanding Films and Teleplays” has been operating successfully for many years in the UK, France, Russia, and many countries or regions in Africa and South America.
