　　“电影看世界”纪录片（短片）征集方案

　　一、关于“电影看世界”

　　“电影看世界”纪录片（短片）征集是第一届“北京国际电影季”组委会设立的一项活动内容，旨在通过面向海内外征集优秀原创电影纪录片，以评选展映的形式，让观众真实感受到电影纪录片的魅力，推动国际间纪录片的交流与合作，提高电影纪录片创作水平，促进纪录片市场发展，增进不同国家和地区电影文化的交流。

　　本次活动将面向海内外征集优秀电影纪录片，以表现世界各名族风俗、文化、自然、地理、科技、环保等主题为主，捕捉创作者对“自然”与“世界”的认识与看法。通过对征集到的纪录片作品进行展映、推介、评选等活动，进一步提高社会各界对北京国际电影季的了解，并助力于将北京国际电影季打造成具有国际影响力的大型电影活动。

　　二、征集要求

　　1、作品方向

　　用电影手段拍摄的表现世界各名族风俗、文化、自然、地理、环保为主题的纪录片。

　　2、征集范围及具体要求

　　（1） 面向国内外征集电影纪录片（短片）参选作品；题材超出征集主题的参选作品，若失去参选资格，后果由参选机构或个人承担；

　　（2） 参选作品需为2008年1月1日—2010年12月31日期间拍摄的作品；

　　（3） 作品参选机构或个人须保证拥有该作品的版权，且参选作品未在中国大陆影院上映，并允许组委会在本届北京国际电影季活动期间将入围作品用于电影院放映；在大陆影院上映过的参选作品，组委会可择优入选；

　　（4） 每个机构或个人选送作品不超过两部；超出规定数量的作品，组委会可择优入选；

　　（5） 参选作品时长不超过30分钟（含30分钟）；时长超过30分钟的参选作品，组委会可择优入选；

　　（6） 参选作品均需在影片中制作中文字幕或中英字幕，并附有中英文译稿；没有中英文字幕参选作品，组委会可择优入选；

　　（7） 参选作品均需提供相关剧照；

　　（8） 入围作品名单公布后，入选作品机构或个人需在组委会规定时间内提交35mm标准拷贝一份，或达到影院放映标准的高清数字素材，以用于活动期间影院展映使用。参选机构或个人如无法在规定时间内提交35mm标准拷贝或可供影院放映的高清数字素材，而失去参加影院展映的机会，由参选机参构或个人负责；

　　（9） 组委会有权将每部参选作品的资料长期用于各届北京国际电影季的活动及宣传中，资料范围包括从每部参选作品中任意截取的不超过3分钟时长的连续画面（取材于DVD、DV、标准拷贝、高清数字素材等）、剧照等，资料的使用途径包括电影院、电视、网络、电子媒体、平面媒体及印刷宣传等形式；

　　（10） 本次征集活动不收取报名费，组委会将不予承担参选作品所需的相关费用；

　　（11） 参选机构或个人报送作品，即表示接受以上条件与规则，活动期间如有任何纠纷，中国司法机关有独立裁判权（由组委会所在地法院进行司法裁判解决）；

　　（12） 北京国际电影季组委会保留最终解释权。

　　三、作品提交

　　1、报名表（见 附件一）；

　　2、承诺书（见 附件二）；

　　3、参选作品存储介质应为PAL制DVD数据光盘或DV带两份，并保证播放质量。请在信封和储存介质上标明参选作品名称、拍摄主题、时长及参评单位名称或个人姓名；

　　4、参选作品中英文稿；

　　5、参选作品相关剧照5张（单张不低于100KB的JPG格式）；

　　6、参选作品及相关资料不予退还，请自留备份；如作品和资料在邮寄过程中发生丢失和损坏，组委会不承担任何责任；

　　7、2010年12月26日起开始接收作品，2011年3月10日截止（以递出邮戳为准）。请将以上内容邮寄快递至：

　　四、征选机制

　　征集截止后，由组委会对参选作品进行评选，评出入围作品20部，于官方网站公布名单，其中优秀作品3部（不设等级，为平等关系）。

　　1、征选条件

　　参选作品符合组委会规定的征集要求；

　　对国内外文化交融有所帮助，能够体现一定的知识内涵。

　　参选作品符合组委会规定的所有征集要求；

　　对国内外文化交融有所帮助，能够体现出较高的知识内涵；

　　一、Guideline and Objectives

　　Contest for Best Documentary Films Short under the theme “See the World Through films” is an activity designed by the organizing committee. Its aim is to gather excellent original documentary films from both China and overseas for appraisal and screening, and help more of the general public learn about the charm of documentary films, thus promoting international communication and cooperation, the quality of making documentary films, the development of the documentary film market and the exchange of film cultures among different countries and regions.

　　Excellent documentary films from home and abroad would be welcomed to participate this contest. The aim of the festival is to build a platform to show film makers’ thinking and ideas on nature and the world through films under themes on customs, culture of different ethnic groups around the world, nature, geography, technology and environmental protection, and to further raise the awareness of people from all walks of life on Beijing International Film Festival by screening, promoting and appraising films participating the festival, thus help Beijing International Film Festival grow into a major film activity with international influence.

　　二、Requirements on Application

　　1、Themes

　　Documentary films made by film making approaches, with themes on customs, cultures of different ethnic groups around the world, nature, geography and environmental protection.

　　2、Specific requirements

　　 Open to short documentary films from home and abroad. Institutions or individuals participating the contest shall be responsible for possible disqualification if applicant film’s theme fail to comply with the ones defined；

　　 Open to films made during Jan. 1, 2008 to Dec. 31, 2010；

　　 Applicant institutions or individuals must guarantee the ownership of copyright of the applicant film, promise that the applicant film has never been screened in mainland China, and allow the organizing committee to screen the applicant film in cinemas during the Beijing International Film Festival period. The organizing committee has the right to select and enlist outstanding films that have been screened in mainland China.；

　　 Every institution or individual must recommend no more than two films. For institutions or individual recommend more than the defined amount, the organizing committee has the right to select and enlist outstanding ones among films recommended.

　　 The length of applicant films shall not exceed 30 minutes. The organizing committee has the right to select and enlist outstanding films longer than 30 minutes；

　　 Applicant films shall attach Chinese or bilingual (Chinese and English) subtitles and the translation script (Chinese or English). The organizing committee has the right to select and enlist outstanding films without subtitles or translation scripts；

　　 Stills of applicant films shall be needed；

　　 Short listed institutions or individuals shall provide a 35mm standard copy or HD digital material up to the cinema screening standard within the deadline defined by the organizing committee for screening during the festival after the shortlist is announced. Failure to provide 35mm standard copy or HD digital material up to the cinema screening standard within the defined deadline means giving up the right to participate the festival；

　　 The organizing committee has the right to use materials of every applicant film for campaigns or promotions in every Beijing International Film Festival held or to be hold. Materials include three-minute consecutive images captured from the applicant film (from DVD, DV, standard copy or HD digital materials, etc.), stills, etc. for use in cinemas, on TV, on the internet, in electronic medias and printing materials；

　　 No entry fee is charged. The organizing committee will not bear any expenses relevant to applicant films；

　　 Recommending films to the organizing committee means acceptance to the articles and rules above. China judicial authority (the local court in the area where the organizing committee is located) is in the position of jurisdiction shall any dispute occur；

　　 The organizing committee of Beijing International Film Festival reserves the right of final interpretation.

　　三、Items to submit

　　 Application form (see Appendix 1)；

　　 Letter of Commitment(see Appendix 2)；

　　 Two copies of candidate films using storage medium as DVD or DV tapes in PAL formation are needed with guaranteed screening quality. Please write down the name, theme and length of the film and the name(s) of the institution(s) or individual(s) in relevance to the film on the envelope and the storage medium；

　　 Chinese and English scripts；

　　 Five film stills no smaller than 100kb in JPG formation；

　　 All materials in relevance to applicant films are not returnable, please keep backup copies； The organizing committee is not responsible for any possible damage or loss in the process of mailing；

　　Enlistment is open to applicant films from Dec. 26, 2010 to Mar. 10, 2011(in accordance with postmark). Please mail the above items to:

　　四、Appraisal Mechanism

　　The organizing committee will appraise and shortlist 20 films from all applicant films, and three outstanding films will be selected (in no particular order) when contest ends. The result will be shown on the official website.

　　 Appraisal standards

　　1、Requirements on shortlist films：

　　Films shall comply with articles defined by the organizing committee；

　　Films shall help communication and integration of cultures globally with certain depth of knowledge.

　　2、Requirements on outstanding films：

　　Films shall comply with all articles defined by the organizing committee；

　　Films shall help communication and integration of cultures globally with in-depth knowledge.
