Beijing Film and Television Production Service Mechanism Launched Formally
On the afternoon of April 23, the Beijing Film and Television Production Service Mechanism Launch & Beijing Film and Television Resources Promotion Conference was held at Langyuan Station, one of the main venues of the 14th BJIFF. The event was hosted by the Publicity Department of the CPC Beijing Municipal Committee, Beijing Municipal Film Administration and the Beijing Municipal Radio and Television Bureau, and more than 200 people from relevant municipal departments, districts, film and television enterprises and experts in the industry attended the event.
As a national cultural center, Beijing is rich in resources, inclusive in culture, and wealthy in talents, which is the most dynamic city in the development of film and television in China. There are more than 20,000 film and television enterprises in the city, covering all aspects of the film and television industry chain such as creation and production, shooting and production, trading and distribution, accounting for 40% of the national total. Its production of movies, TV series and various audio-visual works ranks first in China. In recent years, a batch of masterpieces such as The Battle at Lake Changjin, The Great War, The Wandering Earth, The Age of Awakening and Perfect Youth have been continuously launched here. Film and television enterprises have intensive creation and shooting activities in Beijing, and their service needs are urgent. At the beginning of this year, Beijing issued the Several Measures to Promote the High-quality Development of the Film and Television Industry in the New Era in the Capital, clearly proposing to further improve the film and television shooting service guarantee mechanism, and strengthen the service for the film and television production and creation. This event is an important sign to promote the implementation of the policy.
 
 
Zhao Weidong and Wang Jiequn delivered speeches
Zhao Weidong, Deputy Head of the Publicity Department of the CPC Beijing Municipal Committee in charge of routine work, and Wang Jiequn, Secretary of Party Leadership Group and Director of Beijing Municipal Radio and Television Bureau, attended the event and delivered speeches. Huo Zhijing, Deputy Director of the Publicity Department of Beijing Municipal Committee of the Communist Party of China, Director of Beijing Municipal Film Administration, attended the event. Zhao Weidong stressed that improving the film and television production service mechanism was not only needed for work, but also expected by the industry, and the Publicity Department of Beijing Municipal Committee of the Communist Party of China would work together with relevant municipal units and territories, and go all out to create a good creative environment for everyone. Wang Jiequn pointed out that we would strive to create a development environment for the new productive forces of film and television in the capital from three aspects: vigorously serving shooting in Beijing, greatly increasing fund support, and showing the capital style via masterpieces.

At the conference, the responsible personnel of the municipal film and television production service agency introduced the main content of the Beijing Film and Television Production Service Mechanism, and mentioned that film and television production services will be accepted and undertaken through two levels of film and television production service agencies, namely, the municipal level and district level. At the municipal level, the Beijing Film and Television Production Service Center is established, which relies on the working force of the Beijing Municipal Film Administration and the Beijing Municipal Radio and Television Bureau respectively, serving as the municipal film production service organization for the society. At the district level, liaison departments and special staff are clearly specified. The agencies at both the municipal and district levels jointly provide information consulting services and shooting coordination services to film and television production units.

At the launch ceremony, representatives of relevant municipal district departments took the stage together and touched the interactive point of the screen, marking the official launch of the Beijing Film and Television Production Service Mechanism.

At the conference, representatives from Chaoyang District, Haidian District, Tongzhou District and Huairou District introduced their special film and television resources and related supporting service policies respectively.
 
Introduction section
Chaoyang District is the most concentrated area of film and television enterprises in Beijing; according to incomplete statistics, nearly 500 films and TV dramas have been shot in Chaoyang District. Chaoyang District has formulated the Work Plan for Chaoyang District for Building the World-class Film and Television Program Production Base (2023-2025) and launched the Instructions of Chaoyang District for Film and Television Shooting Service. Relying on the historical culture and university resources in the region, Haidian District has established the first list of film and television shooting resources, set up a film and television service center, and built a district-level rapid acceptance and approval mechanism for shooting subjected to historic preservation. Tongzhou District set up a film and television production service window, produced the Instructions for Film and Television Production Service in the Beijing Municipal Administrative Center, and issued the Implementation Rules on Promoting the High-quality Development of the Audio-visual Industry in the Beijing Municipal Administrative Center. As a national demonstration zone for film and television industry, Huairou District has attracted more than 1,700 film and television cultural enterprises to settle in, with more than 4,000 film and television works shot and produced here. It promoted the establishment of the first international film and television production service center in China, and fully implemented the "crew filing" system, with special personnel responsible for and providing assistance throughout the process.
 
Roundtable dialogue
At the end of the event, a roundtable dialogue was held on "How film and television creation can empower urban development".Feng Xiaogang, famous director, Liang Zhenhua, Founder of Beijing Flying Youth Culture Media Company, Li Jie, President of Alibaba Pictures, and Zhi Feina, Professor of Chinese National Academy of Arts, expressed their views and ideas on how Beijing's film and television policy can draw on the development experience of the international urban film and television industry.
