The 2nd China Film Capital Development Forum themed with Digital Empowerment Shapes the Future Successfully Held!
On the morning of August 18, the 2nd China Film Capital Development Forum themed with Digital Empowerment Shapes the Future was held at Beijing Yanqi Lake International Convention & Exhibition Center. This forum is guided by the Publicity Department of Beijing Municipal Committee of the Communist Party of China (Beijing Municipal Film Administration), hosted by the BJIFF Organizing Committee, and co-organized by the BJIFF Organizing Committee Office and Beijing Huairou District Cultural Industry Development Promotion Center. The forum mainly focuses on the topics like the integration and development of one area and three science cities with Huairou Science City as the mainstay, the construction of “Digital Film Capital” and the integration of science and technology into films to conduct in-depth and passionate discussions and cross-border collisions.
Jiang Xiaohan, a senior hostess, was invited to act as the moderator and the guests attending the forum included Chen Ning, Secretary of the Party Leadership Group and Executive Vice Chairman of the Beijing Federation of Literary & Art Circles, Guo Yanhong, Secretary of Huairou District Committee of the CPC, Secretary of the Party Working Committee of Huairou Science Town, Yu Qingfeng, Deputy Secretary of Huairou District Committee of the CPC, Major of Huairou District, Deputy Secretary of the Party Working Committee of Huairou Science Town, Peng Lixia, Director of the Standing Committee of the People's Congress of Huairou District, Liu Jiugang, Chairman of the CPPCC of Huairou District as well as other leaders of the Municipal Publicity, Municipal Government Affairs Service Bureau, Municipal Radio, Film and Television Bureau.
Themed with Digital Empowerment Shapes the Future, the forum was carried on in the form of keynote speeches and high-end dialogues by focusing on the four major topics: “Revolutionary Changes by Digitalization to the Film and Television Industry", "Ideas of Digitalization of Film Industry", "Science Consultants and Sci-Fi Films – New Direction of China Film Capital", and “Creating A Broader Industrial Prospect for Chinese Sci-Fi Films”. According to the organizers, China Film Capital Development Forum aims to build a top film and television industry forum in China and put forward "Huairou Measures" and "Voice of Film Capital” for the high-quality development of the film and television industry! Taking the initiative to integrate into the BJIFF and build golden brand for film and television, Huairou District will take the forum as an opportunity to build a bridge and platform for collaboration, cooperation and communication among different sectors and set up a “fortress” among the benchmark cities of digital economy and an influential brand of “film capital” all over the world!
Wei Xiaoyu, Deputy Secretary of the Party Leadership Group, Vice President of Beijing Radio & Television Station, and Deputy Secretary General of the 12th BJIFF Organizing Committee, Yu Qingfeng, Deputy Secretary of Huairou District Committee of the CPC, Major of Huairou District, Deputy Secretary of the Party Working Committee of Huairou Science Town, also delivered speeches at the forum. They put forward the hopes and messages for the construction of China Film Capital in terms of the building of cultural power and national cultural center, the trend of digital development, and the new pattern of integration and development of one area and three science cities in Huairou District.
Meanwhile, the experts, scholars, business executives and celebrities in the digital technology, economic and art circles also demonstrated their "technical style" and "cultural style" at the forum. Ren Yue, Director, Board Secretary and Deputy General Manager of China Film Co., Ltd.; Han Liyan, Research Fellow of the Digital Economy Laboratory, Beijing Yanqi Lake Institute of Applied Mathematics; Gou Lijun, Vice Director of the Committee of Science-Film & Television Integration, China Science Writers Association, Research Fellow and doctoral supervisor at the National Astronomical Observatories, CAS, Professor of University of Chinese Academy of Sciences, Executive Chief Editor of Chinese National Astronomy; Wang Shu, Science Consultant of Moon Man, Vice Chairwoman of the Committee of Science-Film & Television Integration, China Science Writers Association, delivered the keynote speeches. Focusing on the Revolutionary Changes by Digitalization to the Film and Television Industry, the Ideas of Digitalization of Film Industry and the Integration of Technology and Film Industry, they proposed their own opinions and ideas.

Digital Empowerment Shapes the Future, the continuous development of digital economy is pressing the "acceleration pedal" for the building of film capital and laying a "digital cornerstone" for the development of film and television industry. Hu Yaozhi, Vice President of Beijing Film Academy, Liu Chun, General Manager of China Film Co-production Corporation, Norman Sze, Vice Chairman of Deloitte, Li Ning, Senior Vice President of New Classics Media Group and CEO of New Classics Pictures, Jiang Wusheng, Founder and General Manager of Beijing United Entertainment Partners Culture & Media Co. Ltd., Wang Zhicheng, Associate Professor of the Department of Finance at Guanghua School of Management, Peking University also delivered their own opinions from different perspectives to explore the new future and pattern of the film industry based on the theme “Create New Future for Film Industry with Digital Empowerment and Joint Efforts of Industry-University-Research”.
Meanwhile, the opening ceremony of the Government Service Station of the Huairou International Film and Television Production Service Center , the first government service center in Beijing integrating two-level government affairs, was also held during the forum. The establishment of the service center put forward a new "Huairou Solution" and "Film Capital Measure" to further promote the construction of "two districts" and deepen the reform of "streamline the government, delegate power, and improve government services". The service station will achieve the goals of "integration of city-district affairs, professional staff configuration, individualization of film location". All the 61government affairs at city and district levels can be handled through 7 service windows in a “one-for-all” manner. Meanwhile, the Huairou Government Affairs Service Management Bureau will join hands with the Cultural Promotion Center to build the first full-stack integrated online service platform for film and television based on blockchain application, reconstruct for different business processes such as high-frequency affairs, tidal affairs and cross-department affairs by adding 106 new government blockchain applications. Users can search the mini program "Huairou Government Affairs" in WeChat, and enter the service platform to handle related business online such as "Make Film" and “Make TV Series". The platform will provide one-stop and butler-style full-process service for the enterprises. Moreover, the "Six Preferential Service Package" of China Film Capital will be issued with full coverage of domestic and overseas film and TV projects in terms of examination and approval, shooting, policy, activity, workforce and living. China Film Capital, where the “everlasting film festival” is rooted, is believed to be a golden land for film and TV starters at home and abroad!
Create light with joint efforts along the journey of filmmaking. In the past few years, the film and television industry has flourished in the hot land of Huairou District. The image of China Film Capital, a bridgehead for "digital" construction of film and television, has become increasingly popular in the society. The support and assistance of China Film Group Production Base and major enterprises have also played the leading role. During the forum, Huairou District Cultural Promotion Center signed Agreement on Strategic Cooperation Framework with Beijing TV Artists Association and Beijing Film Association to carry out cooperation in various fields such as the new trend of international co-production, film and television content creation, copyright protection and integration of technology and film, so as to promote the construction of China (Huairou) Film and Television Industry Demonstration Zone. Meanwhile, a total of 20 enterprises such as Beijing Qijin Culture Technology Co., Ltd., Beijing Xuanyu Culture Development Co., Ltd. and Beijing Xingzun Shengmin Culture Media Co., Ltd. have signed the contract to settle down in the China Film Capital.
In the future, China Film Capital will give full play to the demonstration and leading role, try to build the China Film Capital Development Forum into an all-element platform for the whole industry to inspire wisdom and integrate development with resource innovation, produce the films with "international style, Beijing charm and Huairou characteristics”.
