Integrating Technology and Film Industry to Construct China Film Capital: The 3rd China Film Capital Development Forum Successfully Concludes in Huairou
On the morning of April 25, the 3rd China Film Capital Development Forum, a theme forum of the 13th Beijing International Film Festival (BJIFF), successfully concluded at the Black Box Theatre, Huairou Campus, Beijing Film Academy. The forum, under the theme of “Integrating Technology and Film Industry to Construct China Film Capital”, was hosted by the BJIFF Organizing Committee, guided by the Huairou District People’s Government of Beijing Municipality, the Beijing Film Academy and the Beijing Federation of Literature and Art Circles, and co-organized by the Beijing Huairou District Cultural Industry Development Promotion Center and the Digital Media School of Beijing Film Academy. It was designed to develop itself into a first-class dialogue forum for “scientists and artists” in the industry, and constantly put forward "Huairou Measures" and "Voice of Film Capital” for the high-quality development of the film and television industry.

As a key activity carrier for the common development and promotion of Huairou District and the BJIFF, the China Film Capital Development Forum has attracted the participation of many persons-in-charge from governmental departments, scientific research institutes and cultural institutions. Developing the Huairou culture and actively advancing the culture-technology integration of the China Film Capital is an essential step that Huairou District should take to achieve its green, innovative and high-quality development based on its positioning as a major place carrying various functions of the capital and an ecological conservation area. At the forum, Kong Jianhua, member of the Party Leadership Group and Deputy Director of Beijing Municipal Radio and Television Bureau and Deputy Secretary-General of the BJIFF Organizing Committee, Qian Jun, Secretary of the Party Committee of Beijing Film Academy, and Guo Yanhong, Secretary of Huairou District Committee of the CPC and Secretary of the Party Working Committee of Huairou Science Town, delivered speeches respectively, and gave advice on the construction of China Film Capital in terms of the integration of technology and the film industry, training of film talents, integrated development of one area and three science cities with Huairou Science Town, etc.

▍Gathering cutting-edge wisdom to advance integration of technology and film industry
Technology and culture are two wings of civilization. As a state-level film and television industry demonstration area, the China Film Capital has grasped new opportunities of technology-film integration to speed up establishing a film and television cultural industry system with new technologies, new business forms and high quality, and further build into an important cultural functional area of the capital with international influence and a demonstration base for the integrated development of culture and technology. According to the organizer, the goal of selecting the Huairou Campus of Beijing Film Academy as the venue of this forum for the first time was to highlight the internationalization, frontier and pluralism of the event. By inviting experts and scholars from the United States and Germany, leading enterprises participating in the construction of the China Film Capital, and persons-in-charge from key universities and colleges, the forum focused on promoting the organic integration of the scientific and artistic spirits, scientists and artists, and the cutting-edge technology and the film art.
When delivering a keynote speech, Fu Ruoqing, Secretary of Party Committee & Chairman of China Film Group Corporation and Chairman & General Manager of China Film Co., Ltd., introduced the application of new technologies of China Film Group and the integrated development of China Film Capital, and further mapped out a future blueprint for the development of the China Film Capital. Dai Qionghai, Academician of the Chinese Academy of Engineering, Director-General of the Chinese Association for Artificial Intelligence, Dean of the School of Information Science and Technology, Tsinghua University, and Director of the Beijing National Research Center for Information Science and Technology, delivered a speech under the theme of “Metaverse Film & Television Revolution”, adding that the metaverse will become a new growth engine and competitive edge of the film and television industry. Michael Zyda (the United States), professor of the University of Southern California, Founder of the USC Interactive 3D Graphics, and Winner of the IEEE Virtual Reality Technical Achievement Award, delivered a keynote speech themed “Technology Empowers Film Future”, sharing innovation and progress trends of the global film industry.

New technology empowers film and television culture, and new forms promote urban development. In the keynote speech link on the afternoon, six panelists shared their views on the “revolutionary changes in future video production: shooting, rendering and generation”, “the impact of AI on screenwriting”, “AI Dream - AI immersive film”, “stage space for the digital age”, “science, film & television and imagination”, and other subjects. Panelists present included Liu Qian, distinguished professor of Beijing Film Academy and distinguished A-class technical expert of State Administration of Foreign Experts Affairs, Chen Yu, Chinese film director and screenwriter and professor of the School of Arts, Peking University, Alexander Brandt, German new media artist, chief designer of Shanghai Planetarium and new media art director of China Pavilion of Shanghai World Expo, Ren Dongsheng, vice president of Youth Dance Troupe of Beijing Dance Academy, first-class stage designer in China and executive deputy director of the Lighting Professional Committee of China Institute of Stage Design, Han Guilai, associate research fellow of the Institute of Mechanics, Chinese Academy of Sciences, etc.

▍Pursuing win-win cooperation and building a city of dreams with signing of key projects
The top priority of the China Film Capital is to implement the opening up through higher-level and higher-standards measures, and build an innovation place that delights enterprises nearby and attracts those afar. During the forum, the China (Huairou) Film and Television Industry Demonstration Zone released key projects, and announced plans to build a digital economy industrial park of 300,000 square meters. The Beijing Huairou District Cultural Industry Development Promotion Center respectively signed cooperation agreements with the Specialized Committee on Culture and Arts of Sino-International Entrepreneurs Federation (SIEF), the Guangdong Corporation Chamber of Commerce in Beijing (GCCCB), the Production Committee of China Federation of Radio and Television Associations, the China International Culture & Arts Center (CICAC), and Deloitte Education Consulting (Beijing) Co., Ltd. They will carry out cooperation in industrial development and other fields, and facilitate the construction of the China (Huairou) Film and Television Industry Demonstration Zone. Besides, 16 enterprises, including Yuanmeng Tiancheng Film and Television Culture and Shengli Pictures, also agreed to enter the China Film Capital through the centralized signing on site.
Signing ceremony of strategic cooperation
The China Film Capital has witnessed the landing of the State Production Base of China Film Group, the inauguration of the China (Huairou) Film and Television Industry Demonstration Zone, and the move of nearly 1,400 students and teachers to the new campus of Beijing Film Academy. It has received a large number of film and television crews, provided shooting service for half of the domestic blockbusters at a box office of over 100 million yuan, and officially established the Huairou International Film and Television Production Service Center. With a total investment of 8 billion yuan, more than 800 film and television companies, about 40 professional studios, and the output of over 3,000 film and television works, the China Film Capital is recording its development path with solid steps and astonishing numbers.
In the future, by giving full play to its demonstration and leading role, the China Film Capital will further promote urban construction, industrial development and factor agglomeration, foster and develop new business forms and new driving forces for film and television culture, deploy consumption experience centers with cultural and tourism characteristics, boost the integration of technology and culture, and build into a gathering place and important communication platform for leading international film and television culture enterprises. It will embark on a new journey with a more high-spirited posture, and strive to help Huairou become the first district in Beijing to basically realize socialist modernization.
