On the morning of April 19, the15th Beijing International Film Festival (BJIFF) Animated Films & TV Section - the "Fantasy Anime in Spring" themed event - made a splendid debut. The event was guided by the Publicity Department of Beijing Municipal Committee of the Communist Party of China (CPC) and the BJIFF Organizing Committee Office, organized by the Beijing Municipal Radio and Television Bureau, the Beijing Municipal Film Administration, the CPC Haidian District Committee of Beijing and the Haidian District People's Government of Beijing, and organized by the Beijing Film Animation Association, the Beijing Radio Film and Television Association, and the Institute of Film, Television and Theater, Peking University.

The event, centered on the theme "Generational Strive and Future Exploration of the Animation Industry", brought together prominent figures including: Yu Yingjie, Member of the Standing Committee of the CPC Beijing Municipal Committee and Secretary of the Education Work Committee of the CPC Beijing Municipal Committee; Li Zhongzhi, Director of the Publicity Department of the National Radio and Television Administration; Wang Jiequn, Secretary of the CPC Leadership Group and Director of Beijing Municipal Radio and Television Bureau; and Zhang Ge, Secretary of the CPC Haidian District Committee of Beijing. The Beijing Municipal Radio and Television Bureau released the interim achievements of the "Beijing Animation 30 Articles" and extended a "Spring Invitation" to the industry. Industry leaders from animation, film and television, technology, and related fields gathered to discuss deepening the integration of film and television, animation, and cultural tourism, exploring ways to optimize industrial chains and drive the high-quality development of China's animation industry.
Backed by policy support and technological innovation, Chinese animation has surged with vibrant creativity and vitality, producing global phenomena like Ne Zha 2 that have captivated audiences worldwide. The status of the animation industry in the domestic cultural industry has become increasingly prominent, with animation production and derivative industries entering a stage of high-quality development.

The Beijing Municipal Radio and Television Bureau actively promotes the development of the animation, film and television industry. In 2023 , it issued Guidelines on Promoting the High-Quality Development of Beijing's Animation Industry, injecting strong impetus into the industry. Beijing's animation industry now demonstrates dual growth in both development quality and market scale. Not only has the number of high-quality animation works increased year by year, but the scale of Beijing's animation industry also ranked top in China in 2024, with a total output value exceeding 120.309 billion yuan, a year-on-year increase of 11.64%. These achievements highlight Beijing's innovation vitality as the nation's cultural center.
Yu Yingjie, Member of the Standing Committee of the CPC Beijing Municipal Committee and Secretary of the Education Work Committee of the CPC Beijing Municipal Committee, said that Beijing, aligned with the city's strategic positioning of Four Centers, adheres to the highest standards, stands as the capital, strengthens the "Beijing Grand Audio-Visual Assemblage" cultural brand, and implements coordinated measures for the high-quality development of the animation industry. With Chinese anime's rise, Beijing leads the way. Looking to the future, Beijing will better leverage its advantages in content creation, enterprise clustering, technological innovation, and talent cultivation to accelerate the multi-dimensional upgrading of the animation industry, and lead Chinese animation to create greater glories.

Li Zhongzhi, Director of the Publicity Department of the National Radio and Television Administration, said that the cultural and industrial value of animation cannot be underestimated. To further promote its high-quality development, the top priority is to focus on creating excellence in production The back-to-basics approach for animation creation is to achieve the "Four Returns" of "Return to Story", "Return to Art", "Return to Creativity" and "Return to Market". Wang Jiequn, Secretary of the CPC Leadership Group and Director of Beijing Municipal Radio and Television Bureau, mentioned at the release of the animation "Voice of Spring" that animation embodies cultural confidence, carries forward cultural heritage, catalyzes technological innovation, and drives economic growth. From Havoc in Heaven to Ne Zha 2, Chinese animation has consistently forged its development path by blending tradition with modernity, local roots with global vision, and artistic expression with technological advancement. Beijing will promote the integration of the animation industry with an open and inclusive attitude. Zhang Ge, Secretary of the CPC Haidian District Committee of Beijing, said that at present, Haidian District is fully implementing the requirements put forward by the CPC Municipal Committee and Municipal Government to "set an example in cultural empowerment and quality enhancement". The district adheres to the dual-drive strategy of culture and technology, vigorously advancing the construction of a culturally strong district and striving to build a national AI audio-visual industry demonstration base to deeply promote the high-quality development in the cultural sector through AI empowerment. Currently, Haidian has gathered over 1,600 AI companies and built a full industrial chain covering chips, frameworks, models, algorithms, and integrated applications, among which the AI audio-visual industry system is complete and robust.

Subsequently, the "National College Animation Innovation Consortium" was formally established, with its first batch of members including 24 institutions such as Peking University, Tsinghua University, Beijing Film Academy, Communication University of China, and Beijing Normal University. Chen Xuguang, professor of the School of Arts at Peking University, Yangtze River Scholar, and director of the Institute of Film, Television and Theater at Peking University, unveiled the outstanding achievements of the 2023 National Social Science Fund of China - Art Project - Major Project and the 2024 National Publication Foundation-funded project of the book series Research on Film-Game Convergence. Kaku, Youku, and Douyin launched the "Seed" Youth Animation Talent Incubation Program. Kaishu Story debuted its brand season IP at the event. The Beijing Film Animation Association signed a strategic cooperation agreement with the Dongguan Trendy Play Association (Guangdong). Multiple acclaimed animated films showcased exclusive previews at the event.
