Synopsis: This film tells about Jiao Yulu’s life in Lankao County, Henan province, when he was appointed the secretary of the county in late 1962. In order to change Lankao's poverty, Jiao visits the poor, investigates and studies, and then works out a plan to control sandstorm, flood, and saline soil, which has ravaged Lankao for a hundred years. Later, Lankao is hit by a flood. Although Jiao Yulu was in the late stage of liver cancer, he still insists on going to the front.
