In the 1970s, as the conflict between grazing and livestock intensified in Shenzha County, Nagqu, deep within the Qiangtang region, tens of thousands of herders once again packed their bags and migrated northward to uninhabited areas in search of livelihoods and the preservation of their land. Tong Xiaofan, a recent college graduate, arrived there full of enthusiasm. As he stood shoulder to shoulder with the herders braving the wind and snow and immersing himself in the rhythm of the grasslands, he witnessed the entire process of the local government’s high-altitude ecological relocation initiative.
